Competencies Mobilization

Moroccans residing abroad (MRA) actively contribute to the Kingdom’s economic development through investments in key sectors that drive growth and job creation. As project initiators, they play a strategic role in energizing the national economy. Their commitment goes beyond financial support—it also includes mobilizing their skills, expertise, and professional know-how through dedicated programs. These initiatives allow the Moroccan diaspora to put their talents to work for Morocco’s development, whether through short-term engagements or long-term contributions, while strengthening ties with the country and fostering an inclusive dynamic that benefits society as a whole.

Program objectives

This initiative aims to:

  • Provide a structured framework that enables Moroccan professionals abroad to access information about opportunities for engagement in Morocco;
  • Facilitate the creation of partnerships with national institutional, economic, academic, and civil society stakeholders—both public and private;
  • Promote the exchange of experiences, cooperation, and networking between Moroccan professionals around the world and their counterparts in Morocco.

Issues and relevance of the program

The strategic importance of this initiative is based on a set of highly favorable factors, including:

  • The strong presence of highly qualified individuals within the Moroccan diaspora, with over 400,000 MRA holding a postgraduate degree (Master’s level or higher);
  • A clear and growing desire among these professionals to actively contribute to Morocco’s economic, scientific, social, and cultural development;
  • The existence of numerous structured sectoral plans currently being implemented across the country, offering a favorable framework for MRA engagement;
  • A strong commitment from public authorities to recognize and channel this contribution in alignment with national development priorities.

Implementation procedures

This approach has led to the development of both geographic and thematic networks, designed to bring together Moroccan competencies around shared dynamics of exchange, partnership, and knowledge transfer.

Geographical networks

These networks bring together Moroccan competencies born or established in countries such as Germany, Canada, the United States, Switzerland, and France. Their members work across a wide range of sectors, including information and communication technologies, the automotive industry, research, higher education, teaching, and the liberal professions, among others.

Thematic networks

These networks bring together competencies working in the same field (health, law, aeronautics, entrepreneurship, etc.) who are based in different countries. Their objective is to create synergies between Moroccan professionals based abroad and to establish operational partnerships with their counterparts in Morocco in the fields of applied research, specialized training, and technical assistance.

Structuring implementation tool

As part of the implementation of the High Royal Guidelines set forth by His Majesty King Mohammed VI, May God Assist Him, in His speech on August 20, 2022, focusing in particular on the creation of a Mechanism to mobilize Moroccan competencies abroad , the Department of Moroccans Residing Abroad has launched a project dedicated to the design and implementation of an innovative system.

ii. This system aims to facilitate the mobilization of Moroccan competencies internationally and to effectively support project leaders through:

  • A centralized information portal, providing access to up-to-date and relevant content on opportunities for engagement and available support mechanisms;
  • An interactive interface for connecting with key players in Morocco's economic, institutional, academic, and associative ecosystem;
  • A professional social network promoting exchanges between Moroccan competencies around the world, sharing experiences, and identifying collaborative projects;

Personalized support through mentoring programs to guide project leaders and facilitate their integration into the national economic fabric.

This strategic program reflects Morocco's desire to build strong bridges between its expertise abroad and its national ambitions for inclusive development.

Support for project leaders

Investments by Moroccans living abroad (MRA) play a decisive role in the Kingdom's economic development. By getting involved in strategic sectors, MREs contribute to growth, job creation, and the strengthening of economic and emotional ties with Morocco. This virtuous dynamic benefits society as a whole.

Aware of this importance, the public authorities have put in place several incentive mechanisms to support and encourage investments by MREs, through:

Local support

An information and guidance unit has been set up within the Department to:

  • Inform and guide project leaders towards promising sectors;
  • Support them throughout the process of implementing their projects in Morocco.

A virtual economic region

Launched in 2017, in partnership with the General Confederation of Moroccan Enterprises (CGEM), the 13th Region MeM by CGEM is a digital platform dedicated to Moroccan Entrepreneurs of the World. It aims to facilitate their connection with Moroccan economic decision-makers.

This platform provides:

  • An information and guidance unit;
  • Online resources and tools;
  • Business start-up assistance programs.

An attractive financing mechanism

ii. The Department , in partnership with Tamwilcom, launched a new version of the MDM Invest fund on July 19, 2024, expanding the eligible sectors to areas supported by new generations of MRA investors, such as digital, tourism, and education.

In addition, the MDM Tamwil fund is a co-financing mechanism designed to improve access to bank credit for project leaders.

 

Business start-up assistance programs

  1. POMIRE Program – “Potentials of Migration and Socio-Economic Reintegration”

This program, implemented in partnership with the German Cooperation Agency (GIZ) and running through 2026, aims to promote the engagement of Moroccans residing abroad (MRA) in Morocco’s economic and social development.

  1. Tremplin Maroc Program

Conducted in partnership with the association Maroc Entrepreneurs, this program supports innovative project holders in transforming their business ideas into viable, realistic, and achievable ventures.

  1. MBI Program

Between 2021 and 2023, the Department implemented the “Maghrib Belgium Impulse – MBI” project in partnership with CGEM and the Belgian Cooperation Agency (ENABEL), supporting 40 MRA project holders from Belgium in launching their businesses in Morocco.
